How a legitimate business partnership with Quasar became grounds for exclusion, pressure and contract terminations — orchestrated by an informal coalition with no official authority.

Hello, my name is Boris, founder of Legends Development. Together with my partner Boris, we built one of the largest whitelist roleplay servers in Bulgaria. After years of experience managing communities, partnerships, and operations, we made the decision to shut down the server and focus entirely on Legends Development — a Tebex store created to support small servers, creators, and the broader FiveM community.
From the beginning, our goal has been simple: deliver real value. We released high-quality resources for free to prove that not every creator is here just for money. This helped us grow to over 2,500 Discord members and build multiple partnerships, including one with Quasar.
What happened — Kody & Start Giveaway Hub
We were approached by a third-party giveaway service (Start Giveaway Hub), operated by an individual known as "Kody".
- Inconsistent and unclear pricing
- Multiple different offers over time
- Continuous pressure for ongoing collaboration
- Requests to reconsider our existing partnerships, specifically Quasar
Despite this, we agreed to run one paid giveaway as a test. During the entire process, our partnership with Quasar was fully transparent, no issues were raised before or during the giveaway, and it was completed successfully.

The issue — guilt by association
After we declined further services:
- We were repeatedly pressured to remove our partnership with Quasar
- We were told future cooperation depended on this decision
- Shortly after, multiple partners cut ties with us, citing our Quasar affiliation
We are penalized and blacklisted not for our own actions, but for a third-party association.

Selective enforcement — the T7 case
To better understand the situation, we conducted a direct test. We reported T7 Development with clear and documented evidence:
- Direct statements admitting the use of content taken from another server
- Claims that the original work was rewritten using AI
- Supporting proof and timestamps
This behavior directly conflicts with Tebex Terms of Service. Despite this:
- The evidence was reviewed
- The creator remains active
- No blacklist or action was applied
Verified cases of potential rule violations are ignored, while we are penalized for a partnership that does not violate any rules.
Personal testimony statement — Boris (Warden ticket)
After noticing that I had received a flag from Warden, I proceeded to open a support ticket in order to understand the reason behind the action and to seek clarification.
However, instead of receiving any form of explanation or assistance, the ticket was closed without a response. Shortly after, I was also timed out, which prevented me from following up or defending my position. My only inquiry throughout this process was to understand why I had been blacklisted again.
The handling of this situation felt dismissive and unprofessional. The lack of communication, combined with the immediate closure of the ticket and timeout, gave the impression that my concerns were not taken seriously. From my perspective, the experience was frustrating and raised concerns about fairness and professionalism in the support process.

Our position
- Legends Development has not violated any Tebex or CFX policies
- We do not engage in stolen content, scams, or unethical practices
- Our partnership with Quasar is strictly business-related (ads, exposure, giveaways)
No creator or business should be discriminated against based on associations without official rulings from legitimate authorities like Tebex or CFX.
